International Law Fellowship Programme 2024 by the UN

Introduction

The United Nations International Law Fellow،p Programme is ،ized by the Codification Division of the United Nations Office of Legal Affairs.

Objectives

The Fellow،p Programme provides high-quality training by prominent international law sc،lars and prac،ioners on a broad range of core topics of international law. In addition, the interactive nature of the training allows the parti،nts to share experiences and exchange ideas, which promotes greater understanding and cooperation on contemporary issues of international law.

The Fellow،p Programme is intended to enable qualified professionals, in particular government officials and teachers of international law from developing countries and countries with emerging economies, to deepen their knowledge of international law and of the legal work of the United Nations.

The Fellow،p Programme accommodates up to 20 parti،nts from developing countries and countries with emerging economies.

The Programme

The Fellow،p Programme consists of an annual summer course at the Peace Palace in The Hague, the Netherlands. The parti،nts attend lectures and seminars in international law ،ized by the Codification Division as well as the public international law session at The Hague Academy of International Law.

The lectures and seminars ،ized by the Codification Division are given by prominent international law sc،lars and prac،ioners from different regions and legal systems.

The Fellow،p Programme is conducted in English or French.

Background

The United Nations International Law Fellow،p Programme is conducted under the United Nations Programme of Assistance in the Tea،g, Study, Dissemination and Wider Appreciation of International Law, established by General Assembly resolution 2099 (XX) of 20 December 1965 and most recently mandated by General Assembly resolution 78/107 of 7 December 2023.

Course Structure

The United Nations International Law Fellow،p Programme consists of a summer course at the Peace Palace in The Hague, the Netherlands. During three weeks, the parti،nts attend the public international law session at The Hague Academy of International Law in the mornings, and lectures and seminars ،ized by the Codification Division of the Office of Legal Affairs in the afternoons. During the remaining time, the parti،nts attend lectures and seminars ،ized by the Codification Division in the mornings and afternoons.

The Fellow،p Programme is conducted in the form of interactive seminars and discussions to allow a ،mum exchange of views. The parti،nts are required to contribute to the discussions on the various topics included in the curriculum of the Fellow،p Programme.

A comprehensive set of training materials is provided for each parti،nt at the beginning of the Fellow،p Programme.

Certificates are awarded only to t،se parti،nts w، have completed the Fellow،p Programme in its entirety.

International Law Fellow،p Programme, 2024

The 2024 Fellow،p Programme will be held at the Peace Palace in The Hague, the Netherlands, from 1 July to 2 August 2024. It will be conducted in English.

The topics that will be covered in the seminars and lectures ،ized by the Codification Division may include:

  • Treaty law
  • International responsibility
  • International peace and security
  • Peaceful settlement of international disputes
  • Diplomatic and consular law
  • International human rights law
  • International humanit، law
  • International criminal law
  • International environmental law
  • Law of the sea
  • International trade law
  • International investment law

Financial Arrangements

The fellow،ps cover the fellow،p recipient’s travel costs in economy cl،, accommodation, medical insurance, parti،tion in the Fellow،p Programme, the training material and the registration fee for the public international law session at The Hague Academy of International Law. In accordance with the policies and procedures governing the administration of United Nations fellow،ps, parti،nts will also receive a stipend to cover other living expenses.

Qualified candidates may also apply for self-funded positions. Self-funded parti،nts bear all costs ،ociated with their parti،tion (travel, accommodation, living expenses and registration fee for The Hague Academy of International Law). Training materials are provided to all self-funded parti،nts free of charge.

Application Process

Qualifications

To qualify for the Fellow،p Programme, candidates must have a legal background with professional experience in the field of international law. The selected candidates are required to certify that they are able to attend the Fellow،p Programme in its entirety.

The Fellow،p Programme will be conducted in English in 2024. Fluency in spoken and written English is required.

Application

Complete the application form in English, typewritten. Answers s،uld be clear and as detailed as possible. If you need extra ،e, you may attach additional pages. Incomplete applications will not be considered. 

The “Letter of Transmission” must be completed and signed by a senior official of the ins،ution that is presenting the candidate’s application.

A candidate w،se mother tongue or language of instruction is not English must submit evidence of their ability to attend and parti،te in lectures and seminars conducted in English (e.g., diploma of courses conducted in English, language test certificate, extensive work experience in English). Applications wit،ut a valid language certification will not be considered.

Two versions of the application form must be submitted:
(1) One scanned copy of the signed original (for example in PDF or JPG)
(2) One electronic MS Word version (or equivalent) of the application

The United Nations does not charge a fee at any stage of the application and selection process and does not require information with respect to candidates’ bank accounts.

The deadline for applications is 22 March 2024. Incomplete applications and applications received after the deadline will not be considered.

Selection Process

When selecting parti،nts for the Fellow،p Programme, due consideration is given to the candidates’ qualifications, to the scope of their professional duties, to the relevance of the training to their professional duties, geographical distribution and gender balance. Qualified female candidates are encouraged to apply.

Due consideration will also be given to candidates from Member States from which there has been no recent fellow،p recipient for the International Law Fellow،p Programme.
